Well Supermicro got back to me with the newest graphics driver for the ATI ES 1000; it was the same as the one I had installed. But I figured I'd delete the old driver and utilities and start with a known good driver. This did not work either. They also stated that it does not support Direct3D, so this could not be the cause. As a test, I disabled Direct3D on another CPU and GF still worked. So maybe the issue lies somewhere else and not the graphics driver? Still waiting to hear back from Soundspectrum.
I believe your situation is that on most systems, 32 bit versions play nice with the toolbar, and there are some issues with 64 bit versions. Standalone is shipped in BOTH 32 ans 64 bit flavors, defaulting to 64 bit (on 64 bit OSs anyway). You can (manually) link to the 32 bit version. WinAmp and WMP are still 32 bit plugins and should work. All should be clear and stated on the startup splash screen.
