TargetFrameRate Ignored/Overriden

I'm using G-Force Platinum v3.9.3 StandAlone on a PC and would like to adjust the framerate to try and hit 60Hz. I'm using a 3.5Ghz i7 with a GTX-680 video card running a projector at only 720p.
